In a procurement process/Invitations to tender

De Montfort University (DMU)

A Prior Information Notice

Expressions of interest to be received by close of Friday 23rd July 2021 and then completed Questionnaires by close of Friday 30th July 2021.

Provision of Library Services Platform (LSP) Solution for De Montfort University
From the notice:
“DMU Library Services desires a brand-new (which may include open source), modern replacement Library Services Platform (LSP) Solution to support the future development of the service. It is envisaged any LSP shall be cloud based; and will need to adopt a microservices architecture to allow for choice of applications and strong community participation for developmental purposes.

Foremost we are interested in a Solution that will have many years of growth with a modern infrastructure that will support library developments. The library requires a hosting and support infrastructure and the software developed in collaboration with the library community and / or service providers who work in parallel and focus on their specialist expertise.

The library is generally seeking greater levels of control over the systems and services that it will use both now, and in the future, and as such the Solution should therefore be interoperable and include APIs to support external services, systems and functions.Foremost in our considerations are: the need to provide our staff and students with the flexibility to have a personal learning experience with resources; to integrate this experience with existing learning platforms; and how data and analytics can provide insight and how emerging technology such as AI can support our work.DMU is now seeking to enter into a period of market engagement with suppliers who could provide a future LSP Solution to the University.

The ME process is anticipated to include the undertaking of presentations / demonstrations on a one to one basis during August 2021, by those suppliers interested in offering this service provision in the future to DMU (precise dates to be confirmed).

DMU is currently reviewing all its’ future options by way of arriving at a final agreed business case and ultimate decision on an agreed long term established way forward for this area of future service provision to the University.

This forms part of a wider current review of DMU’s Teaching and Learning Applications.”

In tendering this opportunity the University is looking for a solution: which enhances current capabilities in terms of library core functions and work flows; improves functionality for students, provides seamless integration with a variety of resources and systems and provides improved management reporting.
We anticipate the delivery of the project to commence in May 2018 with implementation expected to occur in January 2019 following an agreed period of testing which will cover all of the required functions of the solution and the interfaces to the designated AUB systems.

5 year contract

University of Nottingham

Upgraded from ExLibris Aleph to ExLibris Alma July 2018

Announcement notice 20 July 2018

The University intends to award a contract for up to three years for the upgrade and maintenance of its current library management system (LMS) to Ex Libris, a specialist in software for the library sector. This will upgrade from Ex Libris's Aleph, SFX, MetaLib and Verde products to their Alma product, thus reducing the need for multiple products. This system is owned, supplied and supported exclusively by Ex Libris. The current library management system, Aleph, is already integrated with Campus Solutions at UNNC and UNMC and a different system (with different technical architecture) would mean considerable additional development effort. Ex Libris are the only supplier who have an existing data centre in China and a proven support model for global campus operation. The implementation plan for the global solution shall commence in August 2018.

The existing version of the system is several years old, meaning that the upgrade process will be overly complex and beyond the capability of the institution. As Ex Libris is the developer of the software, it is envisaged that this upgrade will be executed with minimal risk of technical failure and data and process migration for internal staff will be significantly reduced in a global environment. As alternate system would present significant financial, technical, quality and reputational risks for the University that could not be mitigated against.

The Global reach is essential and the feasibility or ability to change is restricted by Suppliers who can promote the Global need and therefore when considering the relative benefit, the cost would outweigh the advantage that might accrue. Thus for reasons of timescale and staff capacity alongside core business activity, the only viable option is an upgrade through Ex Libris.

From the invitation to tender 21st December 2016
The University of Nottingham proposes to invest in a new scholarly information environment to improve the student and researcher library experience and to create more efficient resource management processes. It will deliver an improved return on the University's £5.5 annual investment in information resources and will contribute to the content and discovery element of an ambitious vision for Digital Learning.
This will:
- improve student satisfaction,
- Improve learning outcomes and academic success,
- better support researchers,
- facilitate a more agile and flexible response to academic needs,
- maximise return on current investment in library materials and staff resource.

The goals will be achieved by a new, more integrated, approach to the discovery and delivery of library curated materials which will better match resources to student and researcher needs. This will be a part of a wider modern integrated solution that will also bring efficiencies and significantly reduce the number of systems currently employed. This in turn will help to create better, more efficient staff workflows across the totality of print and electronic resources.
It will also deliver better analytics to enable the library to more closely align library resources with course and researcher demands. Furthermore it will integrate more fully with university systems such as the VLE and finance.
Such a solution will offer a stable, scalable, secure, supported and cost-effective learning environment across our 3 global campuses.

University of Chester

Upgrade from Millennium to (cloud based) Sierra
Library Management System Upgrade & Migration to Cloud Computing
Date of notice 23/02/2018
“University of the Chester intends to upgrade its existing library system which is supplied and maintained by Innovative Interfaces Global. This contract has an estimated total cost of circa 340 000 GBP over 5 years.
Explanation:
The University wishes to upgrade its library management system from its current iteration and hosting platform (“Millennium”, hosted on premise) to the latest release (“Sierra”, hosted in Innovative’s private cloud facility). Innovative own the intellectual property rights of the software.
The existing version of the system is several years old and the upgrade process will be complicated by the need to jump several versions. As Innovative is the developer of the software, it is envisaged that this upgrade will be executed with minimal risk of technical failure.
The existing system is tightly integrated with University business processes, other University systems and existing library hardware. The University has determined that transitioning to an alternative system at this time with different technical and operational characteristics would significantly impact on resources and processes and cause major disruption to all users. The significant risks of doing so would be financial, technical (including information security) and reputational.
The University therefore intends to issue the contract to Innovative for the reasons stated above.”

“The Digital Library Project is essential to the development and delivery of a new library strategy. The new strategy will cover the range of library activity including new approaches to space, collection building, student engagement, staff skills and scholarly communications as well as systems which this this project will deliver directly. Student satisfaction with library services is below our comparators and this project will help address that by providing new ways to deliver content as well as improving efficiency.Implementation of new systems will not be the end of our work but will enable further development as we develop the capability of our systems. We are looking for a partner who can not only deliver a system but can work with us as we develop and implement our new strategy”.

Southampton Solent University

Upgrade from ExLibris Aleph to ExLibris Alma
Announcement
“The University wishes to transition its Library Management Solution (LMS) from the Ex Libris Aleph solution to an Ex Libris Alma SaaS platform. This product is tightly integrated with existing University business processes and systems. The University has determined that transitioning to an alternative LMS at this time with different technical and operational characteristics may significantly impact on resources and process changes and cause disproportionate disruption to its students and staff. The risks are financial, technical (including information security) and reputational. The University therefore intends to issue a contract to Ex Libris for the move to the Alma SaaS platform for the reasons stated above.”

Robert Gordon University

Moved from SirsiDynix + EDS to ExLibris Alma and Primo
December 2017
The contract was concluded as part of the Scottish Confederation of University and Research Libraries (SCURL) and Advanced Procurement for Universities and Colleges (APUC) framework
(ExLibris) Press Release
“Qualitative feedback from library users indicated that the time was right to fundamentally review the workflows in the library and to improve the student experience,” said RGU Library Director Margaret Buchan. “Our ability to effectively manage the life cycle of electronic resources is currently hampered by the lack of flexible library analytics and an electronic resource management function. In addition, IT and library staff time is often spent carrying out hosting tasks and backing up, maintaining, and upgrading the library system, servers, and client applications. The cloud-based SaaS solutions delivered by Ex Libris will free staff to focus on strengthening the library's impact on teaching and learning.”

Press Release
April 2017

Loughborough University Library

Selected PTFS-Europe to support (open source) Koha Library management System and CORAL Electronic Resource Management (ERM) system
PTFS press release London, 7th April, 2017
“Loughborough University has chosen the open source Koha library management system and CORAL electronic resource management system to replace its existing Aleph library management solution. PTFS Europe will implement Koha and CORAL and provide on-going hosting and support services. The project also involves further enhancing the integration between Koha and CORAL in a move towards a cost effective unified platform for the management of all library resources.”

From the formal Invitation to Tender (ITT) November 2016
Loughborough University Library is seeking to adopt a new Library Management System which will support a mixed print and electronic information economy, effectively manage its electronic resources including metadata and licenses and ensure quality of service provision to its patrons.
The Library is seeking to ideally adopt a Library Management System that is offered by the vendor as ‘software as a service’. In doing so the key aim is to create more efficient processes and workflows, and by making these efficiencies ensure services are delivered in a seamless, timely and effective manner.
